Chapter 1 Introduction

With the rapid development of the automobile industry, China's automobile production and sales have ranked first in the world, and vehicle ownership ranks second globally. Over time, the replacement of a large number of old vehicles will inevitably lead to a "surge" in scrapped vehicles. The resulting resource and environmental issues will become increasingly prominent. Government authorities have successively introduced relevant policies and regulations to strengthen the management of vehicle recycling and utilization, clearly requiring vehicle manufacturers to fulfill producer responsibilities and enhance communication and cooperation with dismantling enterprises.

Therefore, the company has formulated this dismantling manual to provide dismantling enterprises with technical information related to dismantling, storage, or testing for the purpose of product reuse. At the same time, the materials of major automotive components are marked in the manual to facilitate sorting and processing by recycling and dismantling enterprises.

Chapter 2 Terminology

1. End-of-life vehicles (ELVs)

Vehicles that have reached scrapping conditions according to national mandatory scrapping requirements for motor vehicles or are intentionally discarded by vehicle owners.

2. Dismantling information

Guidance information provided by vehicle manufacturers for the correct and environmentally friendly treatment of end-of-life vehicles.

3. Removal

The operation of separating and removing components from vehicles, assemblies, or parts.

Chapter 3 General Description

To avoid secondary pollution during the dismantling of scrapped vehicles, eliminate safety hazards, achieve comprehensive resource utilization, and ensure the personal safety of dismantling personnel, this manual provides detailed guidance on dismantling sites, dismantling equipment, dismantling tools, storage containers, and the handling of liquid, solid, and hazardous waste generated during the dismantling process. Dismantling enterprises and personnel shall comply with the provisions of "GB 22128 Technical Specifications for Recycling and Dismantling Enterprises of End-of-Life Vehicles" and "HJ 348 Environmental Protection Technical Specifications for End-of-Life Vehicle Dismantling."

3.1 Dismantling Site

3.1.1 The operating area shall not be less than 10,000㎡, of which the operation site (including storage and dismantling areas) shall not be less than 6,000㎡;

3.1.2 The storage site (including temporary storage) for scrapped vehicles shall have hardened and anti-leakage ground;

3.1.3 The dismantling site shall be a closed or semi-closed workshop with anti-leakage flooring.

3.2 Facilities and Equipment

3.2.1 Equipped with vehicle weighing equipment;

3.2.2 Equipped with an indoor dismantling pretreatment platform and special waste liquid collection devices, as well as sealed containers for classified storage of various waste liquids;
